What is PSEA?

The PSEA, or Public Safety Employees Association, Local 803 is a not-for-profit corporation that has effectively represented Alaska law enforcement personnel in a variety of labor and employment matters at the State and municipal levels since 1978. PSEA also asserts itself as a leader in issues having a direct impact on Alaska public safety services. 

Our members are consummate professionals who take great pride in providing essential public safety services upon which the public depends. You will encounter PSEA members throughout the State of Alaska – from its busiest airports to its streets and highways, from the turbulent high seas to the State’s quiet streams and isolated trails, and in four of the State’s five largest cities.

Some of the specialized duties performed by our members include criminal investigations, highway safety, commercial vehicle code enforcement, execution of warrants and criminal defendant transport & custody, search and rescue services, airport safety and security, terrorist detection and apprehension, aircraft rescue, fire fighting, inmate incarceration, care and transportation, arson investigation, game law enforcement and resource preservation, as well as the well-recognized and traditional law enforcement functions.

  • Executive Director:  Charisse Millett
    Charisse handles all contract negotiations for DPS, Dillingham PD, Sitka PD, Juneau PD, Unalaska PD, Ketchikan PD, Soldotna PD and Fairbanks PD.

  • Business Agent:  Ashlea Layman
    Ashlea is the main contact for members at PSEA.  She also assists with contract negotiations, health insurance questions, pay problems, and can answer general questions in regards to PSEA.

  • Accountant:  Carol Hughes
    Carol is here to manage PSEA’s financial records. She also serves on the Finance Committee.

How Does PSEA Function?

PSEA Local 803 formulates corporation by-laws and policies through a Corporate Board of Directors. Advising the corporate board are separate Chapter Boards representing Airport Police & Fire Officers, Municipal Public Safety, and State Law Enforcement Officers. Each chapter has representatives on the Corporate Board.

PSEA also has several committees that participate in the various scopes of the legislative process in the ongoing fight to increase work conditions for public safety employees in Alaska. These committees are staffed by both PSEA staff and voting PSEA members.

The Public Safety Employees Association is presently staffed by an Executive Director, a General Counsel, a Business Agent, and a Bookkeeper. The PSEA staff are happy to serve their members. PSEA strives to provide resources and knowledge to its members that will aid in the continuing goal towards a better future.
